Ironically, this laidback, affable and “internationalist” president’s most enduring legacy will be the meteoric political promotion of a second-tier bureaucrat from Wyoming (Cheney) and a failed congressman from Illinois (Rumsfeld) who were to destroy America’s standing in the world 30 years after their former mentor left office...
